I don't know if I understood your question but you can go to Nation->*your country* and then you can click on the region you want to know things about.

Currently it's the former, though I see no problem with changing this to the latter if fuel is still being consumed.

Isn't it simpler(and reasonable) also to work using the vehicle in the same region consuming fuel and taking the road bonus?

It is far more practical,for isolated regions like islands. Otherwise these regions cannot have road bonus.
Fuel will be consumed.
Vehicle will consume fuel If you work in the same region and has roads + the former.

Imo the road bonus should increase the salary of the worker using the PB system, because the worker need a vehicle and pay the fuel.

No and yes! Actually the worker can demand from the company owner a higher salary and company owners will prefer workers with vehicles. This is the social part.
But the roads are constant so they can be easily included in PB system.
I would prefer yes.
